The United States Supreme Court has enacted Constitional Law on the Right of Citizens to Interstate Travel comprised by 100 some odd rulings incuding such precedents as US V Guest (383 U.S. 745 (more) 86 S. Ct. 1170; 16 L. 2. International Covenant Economic, Social and Cultural Rights

a. Article 9 The States Parties to the present Covenant recognize the right of everyone to social security, including social insurance.

b. Article 12. The States Parties to the present Covenant recognize the right of everyone to the enjoyment of the highest attainable standard of physical and mental health... d) The creation of conditions which would assure to all medical service and medical attention in the event of sickness.

3. International Covenant Civil and Political Rights

a. Article 12. Everyone lawfully within the territory of a State shall, within that territory, have the right to liberty of movement and freedom to choose his residence.

Article 14 b.. All persons shall be equal before the courts and tribunals. In the determination of any criminal charge against him, or of his rights and obligations in a suit at law, everyone shall be entitled to a fair and public hearing by a competent, independent and impartial tribunal established by law....

18 USC ? 1091 - Genocide (a) Basic Offense.? Whoever, whether in time of peace or in time of war and with the specific intent to destroy, in whole or in substantial part, a national, ethnic, racial, or religious group as such?
(1)kills members of that group;

(2)causes serious bodily injury to members of that group;

(3)causes the permanent impairment of the mental faculties of members of the group through drugs, torture, or similar techniques;

(c) Incitement Offense.? Whoever directly and publicly incites another to violate subsection (a) shall be fined not more than $500,000 or imprisoned not more than five years, or both.

(d) Attempt and Conspiracy.? Any person who attempts or conspires to commit an offense under this section shall be punished in the same manner as a person who completes the offense.

(e) Jurisdiction.? There is jurisdiction over the offenses described in subsections (a), (c), and (d) if? (1)the offense is committed in whole or in part within the United States; or (2)regardless of where the offense is committed, the alleged offender is? (A)a national of the United States (as that term is defined in section 101 of the Immigration and Nationality Act (8 U.S.C. 1101));....

Unconfirmed information suggest the Motion was denied about April 24th, 2002.

Represenatives of UN High Commission on Human Rights agreed to consider receive information asking if HUD programs are in violations of International Covenant on Civil and Political Rights-Article 12 might be involved. Article 12 guarantees each person the right to choose where they reside. What is being asked is what right does the Government or churches have to compel a citizen to move from their county or place of residence? What right does the Government or church using federal funds have to deny services to elderly or disabled and require them to move from their place of residence.

As the enclosed materials indicate I have asked several Congressional Committees to review aspects of my SSI claim as it relates to 3rd party tampering primarily by various concerns associated with the US Department of HUD.

When a nonprofit agency indicates they do no accommodate persons with disabilities or ends a course of medical treatment being paid for by Medicaid the medical payment system is losing an estimated $50,000 per event.

As your office recalls the several federal courts have upheld the rights of the Commissioner to a hearing pursuant to Title 42 USC 405(g)(H) Judicial Review. I am unaware of any 3rd party right interplead; join, or otherwise litigate in the matters.

In the late 1990s the 5th US Circuit Court of Appeals(*) did not object to question on human rights violation occurring under color of US law to be removed to the UN High Commission On Human Rights and to the various committees of the US Congress. The complex questions of law are printed and also on the enclosed CD-Rom in a folder ssi/fgj/.

As your staff is probably aware in using the UN Human Rights Council 1503 Complaint prcedure we are considering the questions primarily as an amicus curiae to preserve the integrity of various US Statutes under a diplomatic process. The preparation of the data took quite a while and as you can see has been returned to the United States Congress for resolution as an internal matter.

Beginning in 1997 a series of question concerning proposed amendments to the Social Security Act occurring in and around the US District Court in Western District of Texas were deferrer to the several committees of the US Congress under the provisions that amendments to US Statutes are eminent domain reserved under Article 1 Section 1 to Congress. The process generated an extensive operational audit of the Social Security Process and Medicaid program which give a lot data on operational impediments; frauds; and hoaxes operating these program.
Even though the reports are not completely edited they are sent up to government at least 1 time a year on the enclosed CD roms to as to give decision makers insight to government losses and possible solutions. Why for instance does it take 10 doctors 5 year to do a minor surgical procedure for cancer; 45 doctors 13 years to complete a colonoscopy; and other similar delays. The data is read as an html file on a standard computer and accessed by using the folder ssi/index.html

Because of the separation of powers the several US Circuit Courts of Appeals have reserved the legal matters to Congress as opposed to authorizing litigation in these areas.

This link concerns an attempt to cause the death of injury of the Plaintiff in this action directly in front of the Court which the Presiding Judge decided to ignore; didn't enter it into the Court records; and tried to conceal the fact by preventing an obvious appeal. Strange I thought medical professionals were supposed to be healers who resolved medical problems instead of dragging them out for years and years to increase profits 10 Doctors 5 years to do minor surgery for cancer in office. 45 Doctors took 15 years to do colon exam. 160 Doctors treated chronic blood clots and 4-5 hospitalizations a year at $400,000 until 1 doctor prescribed Xarelto-a pill a day..131 Doctors Treat Chronic Infection 1 doctor solves problem with hospital visit. Primary Care Physicians prescribe assisted living as needed for hip replacement...., how many years will pass before this occurs

It seems that many Chairman of Congress believe in the concept of work ethic and if they find you on Capitol Hill or too close to something they are working on will actually have someone volunteered or simply drafted. I-5 Cooridor Agreement origionally on covered portions of California, Oregon, and Washington but was rapidly expanded by the national leadership to include a third of the United States. Congressman Henry B Gonzalez caught me on Capitol Hill about 1988 circulating one of my publications and had me introduced to the HUD Inspector General.. This assignment lasted until about 1993 when the Clinton Administration came into power and replaced me with 2 convicted persons who according to press reports were paid $80,000 a year plus expenses..

In 1999 the 5th US Circuit Court of Appeals authorized a special jonder of study programs and human rights issue to the United Nations The program materials are located in the United Kingdom.

1. Title 18 USC 402 Contempt might include practicing, vending, or dispensing federal law without license or actual contempt of Court

2. Title 18 USC 1509 Obstruction of Court ORDER; Whoever, by threats or force, willfully prevents, obstructs, impedes, or interferes with, or willfully attempts to prevent, obstruct, impede, or interfere with, the due exercise of rights or the performance of duties under any order, judgment, or decree of a court of the United States, shall be fined under this title or imprisoned not more than one year, or both. No injunctive or other civil relief against the conduct made criminal by this section shall be denied on the ground that such conduct is a crime

3. Title 18 USC 913 Impersonator Making Arrest Whoever falsely represents himself to be an officer, agent, or employee of the United States, and in such assumed character arrests or detains any person or in any manner searches the person, buildings, or other property of any person, shall be fined under this title or imprisoned not more than three years, or both.

4. Title 18 USC 371 Conspiracy to Committ an Offense To defraud the United States If two or more persons conspire either to commit any offense against the United States, or to defraud the United States, or any agency thereof in any manner or for any purpose, and one or more of such persons do any act to effect the object of the conspiracy, each shall be fined under this title or imprisoned not more than five years, or both. If, however, the offense, the commission of which is the object of the conspiracy, is a misdemeanor only, the punishment for such conspiracy shall not exceed the maximum punishment provided for such misdemeanor.

5. Title 18 USC 1701 Obstruction of Mail Generally Whoever takes any letter, postal card, or package out of any post office or any authorized depository for mail matter, or from any letter or mail carrier, or which has been in any post office or authorized depository, or in the custody of any letter or mail carrier, before it has been delivered to the person to whom it was directed, with design to obstruct the correspondence, or to pry into the business or secrets of another, or opens, secretes, embezzles, or destroys the same, shall be fined under this title or imprisoned not more than five years, or both.

7. Title 18 USC 1512 Tampering with a witness, victim, or an informant (b) Whoever knowingly uses intimidation, threatens, or corruptly persuades another person, or attempts to do so, or engages in misleading conduct toward another person, with intent to— (1) influence, delay, or prevent the testimony of any person in an official proceeding; (2) cause or induce any person to— (A) withhold testimony, or withhold a record, document, or other object, from an official proceeding; (B) alter, destroy, mutilate, or conceal an object with intent to impair the object’s integrity or availability for use in an official proceeding; (C) evade legal process summoning that person to appear as a witness, or to produce a record, document, or other object, in an official proceeding; or (D) be absent from an official proceeding to which such person has been summoned by legal process; or shall be fined under this title or imprisoned not more than 20 years, or both.

7. Deprivation of rights under color of law Whoever, under color of any law, statute, ordinance, regulation, or custom, willfully subjects any person in any State, Territory, Commonwealth, Possession, or District to the deprivation of any rights, privileges, or immunities secured or protected by the Constitution or laws of the United States, or to different punishments, pains, or penalties, on account of such person being an alien, or by reason of his color, or race, than are prescribed for the punishment of citizens, shall be fined under this title or imprisoned not more than one year, or both; and if bodily injury results from the acts committed in violation of this section or if such acts include the use, attempted use, or threatened use of a dangerous weapon, explosives, or fire, shall be fined under this title or imprisoned not more than ten years, or both; and if death results from the acts committed in violation of this section or if such acts include kidnapping or an attempt to kidnap, aggravated sexual abuse, or an attempt to commit aggravated sexual abuse, or an attempt to kill, shall be fined under this title, or imprisoned for any term of years or for life, or both, or may be sentenced to death.

Title 18 USC 1505 Obstruction of proceedings before departments, agencies, and committees concerns acts such as Contempt of Congress while Chapter 115-Treason, Sedition, and Subversive Activities what appears to be a large number of 3rd party casualties appear to have gone to meet Jesus while trying to explain to those who run they country they merited no respect.
